Figure 2.13: Governance structure

This is a visual representation of the governance structure for north-east Arnhem Land. The Dilak Authority comprising 13 clans will set the region’s reform agendas which are provided to the Dilak executive and then to the Dilak Steering Committee. The opt-in organisations will have input into the Steering Committee who will come to the Negotiation Table with Government. The Independent umpire will come in by invitation if there is a stalemate. Coordination is shown being provided by the Yothu Yindi Foundation.
