Figure 3.6 is a diagram showing three parties at a negotiation table. The first party brings together the influence of both Indigenous cultural authority and opt-in organisations on each side represented by a triangular shape consisting of backbone organisations (top), a leadership group (middle) and negotiation representatives (bottom). On the other side of the negotiation table are the second and third parties, which consist of the Commonwealth and state and territory governments.
