Continue to implement the Younger People in Residential Aged Care (YPIRAC) targets

Continue to implement YPIRAC targets as per Recommendation 74 of the Aged Care Royal Commission Final Report to reduce the number of younger Aboriginal and Torres Strait Islander people living in aged care accommodation, unless there are exceptional circumstances.

Resourcing: 
As part of the 2023-24 Budget, the Australian Government announced $7.3 million in funding to further reduce the number of people under the age of 65 living in RAC, including $3.6 million for DoHAC Education and training package for clinical staff and YPIRAC representatives, $2.4 million for DoHAC centralised eligibility decision making for younger people seeking entry to RAC, and $1.3 million for the DSS evaluation of YPIRAC initiatives to date to inform future initiatives. In December 2021, the Commonwealth announced additional funding of approximately $16 million (Department of Health) to extend the current YPIRAC Coordinator Program until the end of 2025. The YPIRAC Coordinator Program originally allocated $10.1 million as part of the Budget 2020-21 with the intent to engage with younger people who are not eligible or have not tested their eligibility for the NDIS, living in, or at risk of entering residential aged care, and help them navigate various state and federal government systems A further $18.9 million has been provided to the NDIA to increase resourcing to better assist NDIS Support Coordinators to exit younger people who are NDIS participants from Residential Aged Care.
Delivery timeframe: 
The Australian Government is committed in achieving the YPIRAC 2025 target of no people under the age of 65 living in residential aged care facilities. The Government is progressing a number of initiatives to diverse the entry and facilitate the exit of younger people from residential aged care facilities. A number of YPIRAC proposed measures are being scoped up for consideration within the first semester of 2023 independently and as part of the Budget 2023-24 process. An in depth Independent Evaluation will take place in 2023 and again in 2026.
