2023-24 Performance Reviews of Native Title Representative Bodies and Service Providers

These reports contain the findings of an independent review of the individual and comparative performance of 13 organisations performing representative body functions under the Native Title Act 1993. Representative body functions include assisting Aboriginal and Torres Strait Islander people to research and progress native title claims, negotiate land-use agreements, resolve native title disputes and establish corporations to manage Native Title following successful native title claims, including post-determination support. The reviews were undertaken by Nous Group over 2023-24 and covered performance for the period between mid-2019 and mid-2022.

The individual performance reports include recommendations directed to each organisation. The organisation’s response has been published alongside the individual report.

The comparative report draws from the individual performance reports and includes consideration of systemic issues across Native Title Representative Bodies and Service Providers considered during the review.  

Nous used a mixed method approach, including an analysis of quantitative data on the progress of claims, future acts and Indigenous Land Use Agreements, performance against milestones, budgetary performance and staffing. The quantitative analysis was complemented by interviews with a range of organisational stakeholders.
